Mission Statement
The mission of the Lorenzo A. Ramirez Library is to support the learning community of the college and to make available a variety of information resources and services in support of the Education Master Plan. The Library strives to stimulate the use of the library resources for intellectual development and to develop information literacy skills. Librarians are primary guides to information resources and facilitators for their use. The Library exists to further the research and scholarly needs of the college community.

- The Ask a Librarian chat service on the library homepage is available anytime the library is open. During intersession and summer, this is Monday to Thursday, 7:30 a.m. to 7:30 p.m. Starting Spring 2024, this will also include Fridays from 8:00-5:00. - Locate the book you are looking for via the OneSearch box on the library homepage. (As a reminder, textbooks from our course reserves collection cannot be put on hold.)
- Once you have found the book you would like to place on hold, click "sign in".
- Enter your SCC or SAC email address, and you will be taken to the single sign-on screen.
- Enter the same password you use for Canvas, and you will be returned to OneSearch.
- Click Request, select Santiago Canyon College Ramirez Library as the pickup location, and the date after which the item is not needed. Then send the request. Books will be set aside for you for one week.
SCC Movie/Documentary Screening Guidelines
Movie and documentary screenings serve as powerful tools for education, offering students at Santiago Canyon College (SCC) engaging ways to explore different cultures, historical events, social issues, and artistic expression. Films can complement traditional coursework by providing visual and narrative context to complex topics, making learning more immersive and impactful. However, in order to maintain legal and ethical standards, SCC must ensure that screenings comply with copyright laws. Proper licensing safeguards the rights of filmmakers while ensuring that the college remains compliant with legal requirements.
What to know before screening a movie for educational or recreational purposes:
The rental, purchase, or download of a movie—or access to a streaming subscription—does not grant the right to exhibit it publicly unless the screening is properly licensed. This legal copyright compliance requirement applies to all institutions, whether commercial or nonprofit, and whether admission is free or charged.
Anyone showing or screening a movie at Santiago Canyon College must obtain proper licensing to show movies publicly. Movie studios hold the copyrights to their films, and only authorized agents can grant licenses for screenings at educational institutions. Movies obtained from libraries or personal collections cannot be legally shown without the appropriate licensing.
What is a “Public Performance"?
A “public performance" occurs whenever a movie is shown outside of a private home. This applies to any screening on the SCC campus, whether in a classroom, a student lounge, or an event space, regardless of the number of attendees or whether admission is charged.
The “Education Exemption"
Under the “Face-to-Face Teaching Exemption," copyrighted movies may be exhibited without a license only if all the following criteria are met:
- The screening takes place in an accredited, non-profit institution.
- A teacher or instructor is present and engaged in face-to-face teaching activities.
- The showing occurs in a classroom setting with only students enrolled in that course attending.
- The movie is an essential part of the required curriculum and directly contributes to the course syllabus.
- The movie being used is a legitimate copy, not a pirated or illegally recorded version.
Frequently Asked Questions (FAQs)
Do I Need a License if I'm Showing the Movie for Educational Purposes?
Yes, unless the screening meets all the requirements of the Education Exemption outlined above. Another option is to utilize an organization that allows their movies/documentaries to be shown or screened for free or without licensing.
Do We Need a License Even if We Don't Charge Admission?
Yes, a license is required for all public performances, regardless of whether admission is charged.
What If a DVD, Streaming, or Equipment Supplier Says It's Okay to Exhibit a Movie?
Most suppliers rent and sell movies for “Home Use Only" and cannot provide legal permission for public screenings. Unless you have written approval from the entity or person who is responsible for the distribution of the film, you cannot show or screen the movie without a proper license.
Who Is Responsible if a Movie Is Shown Without a License?
The venue management or institution where the movie is shown (in this case SCC) bears the ultimate responsibility for copyright infringement.
I Own the Movie. Do I Still Need a License to Show It Outside My Home?
Yes. Owning, renting, or downloading a movie does not grant public performance rights. This rule also applies to streaming content.
I Want to Show a Movie That's Been Out on DVD for Many Years. Do I Still Need a License?
Yes. Copyright law applies regardless of a movie's release date.
If I Purchase a License to Show a Movie, Can I Show That Movie Whenever I Want?
Licenses are for a specific, designated time frame agreed upon with the licensing provider.
A Small Group Is Having an Informal Gathering in Our Facility. Do We Still Need a License?
A license is required for any public screening outside of a private home, regardless of audience size.
How Do I Obtain a License?
To legally show or screen a movie on campus, you must obtain a public performance license from an authorized licensing agent or another approved provider. Licensing costs vary depending on the movie and the nature of the screening.

General Information
The Lorenzo A. Ramirez Library is committed to providing access to library materials, services, and programs to all members of its college community. All staff members working in public services areas of the Library will make every effort to accommodate reasonable requests from users with disabilities.
Computers/Assistive Technology
The Library has two adaptive/assistive technology workstations located near the Reference Desk on the first floor. They are open to all students, with priority given to library users in wheel chairs and/or with sensory disabilities. In addition to the standard Library computer features and programs, this workstation area contains the following aids and productivity software:

The Kurzweil, JAWS, and ZoomText applications are also available on most of the Library's desktop computers.

Library Vision Statement
a. The vision of the Lorenzo A. Ramirez Library is to provide an unrestricted gateway
to sources of knowledge throughout the world, to instill a love of books and ideas,
and an appreciation of the rich history of human thought. The library is a resource
for all learners and provides intellectual refreshment to our learning community.
The library is a sanctuary in which to read, think and study and a place where the
curiosity and interests of all are nurtured.
II. Become a Friend
a. As a Friend of the Library, you will be assisting the college in upholding its
vision for the library. Founded in 2005, The Friends of the Library help raise money
to support the acquisition of special library and/or technology resources or fund
library programming, e.g., author or guest lecturers, that serve to enhance the students’
College learning experiences. Please consider joining us in this rewarding endeavor!

Payroll deduction is available for RSCCD employees.
The Library has 75 student PCs for students to surf the web and do their homework; 7 Mac computers located on the 2nd floor for creating multimedia projects or innovative works. There are 12 Group Study Rooms for student groups with as many as 12 students on the 2nd floor and a Media Area with 6 TV/DVD/CD players. In addition, there is a Faculty Development Center (FDC) dedicated to professional development for faculty and staff on the first floor. The parking is located behind the building.
The LPA architecture firm has won several awards for the design of the Library building including the excellence in architecture award from Society for College and University Planning in June 2007 (LPA news release).
On July 21, 2014, Rancho Santiago Community College district Board of Trustees unanimously approved the naming of the Santiago Canyon College library in honor of Lorenzo A. Ramirez. Click here for more information. The naming ceremony was held on Feb. 11, 2016.
Parking lot 6 off the Chapman Avenue entrance to the College is the lot closest to the Library. There is 30-minute visitor parking as well as student parking in this lot. Students or visitors who need to stay longer than 30 minutes will need to purchase a daily parking permit for $2.00 at the dispensing machine located on the last aisle of parking Lot 6. Daily parking permits are valid only in student lots.
Parking enforcement for valid permits will be done 24 hours per day, every day.

Policies
The Lorenzo A. Ramirez Library is designed as a place for reading, studying and using
library resources by the College's students, faculty and staff. The Conditions of
Use listed below are conducive to establishing a learning/study environment that is
safe, quiet, and accessible to all users.
All SCC and Santa Ana College (SAC) students are expected to comply with these Conditions
of Use and the “Standards of Student Conduct" (BP 5500) issued by the Board of Trustees of the Rancho Santiago Community College District
when using the Library.
Community users are welcome to use the SCC Library as detailed in its “Community Users"
policy which addresses user eligibility and borrowing rules; and the “High School Students" policy. While in the library, community users are expected to comply
with the Library's Conditions of Use detailed below:
Conditions of Use
- No disruptive talking and/or behavior.
- No disorderly conduct or behavior which places at risk the health and safety of its users.
- No use, possession, distribution, or being under the influence of drugs and/or alcohol.
- Beverage containers with lids are allowed
- No eating or food in the library.
- No smoking, tobacco use, e-Cigarettes, or vaping.
- Cell phones must be on silent or vibrate mode.
- No cell phone conversations in library open areas.
- No use of electronic equipment that disturbs other library users.
- Minors need to be accompanied by an adult while in the library.
- No animals except service animals. (BP 3440 Service Animals and AR 3440 Service Animals)
- No weapons.
- No gambling.
- No theft, mutilation or damage of library property.
- No photography, videotaping or filming in the library (SEE: Library's Photography, Videotaping and Filming Policy)
- No solicitation activities by non-College/District sanctioned organizations or individuals.
- No unauthorized possession or use of library material or equipment.
- No unauthorized entry into staff offices or work rooms.
Enforcement
It is strongly preferred that library users police themselves and comply with Library's
Conditions of Use.
- If an infraction is observed or reported, library personnel will inform the offender of the infraction, these Conditions of Use and/or relevant policy, and ask that he/she desist from the non-compliant behavior.
- Continuous/persistent disruptive behavior or willful disobedience by:
- SCC or SAC students can result in immediate removal from the Library for two days (BP 5500 Standards of Student Conduct: II. Disciplinary Actions for Students. E—Removal) or other prescribed disciplinary action.
- A community user will necessitate an intervention by Campus Safety and the removal of the individual from the library.

a valid Santiago Canyon College Library card in order to borrow materials.Each borrower
is responsible for the materials they check out and for knowing when their items are

The Rancho Santiago Community College District owns and operates a variety of information
resources, including hardware, software, and Internet access. These information resources
are provided solely for the use of RSCCD students, faculty, and staff in support of
the education, research, academic development, and public service programs of RSCCD.
RSCCD information resources provide access to information content, and communication
worldwide. Access to, and use of, these information resources is a privilege, which
is to be used responsibly. RSCCD information resources users must respect the rights
of other users, respect the integrity of the information resources, and observe all
relevant RSCCD Board Policies, Administrative Regulations, and federal, state, and
local laws. All students, faculty, and staff are responsible for seeing that these
RSCCD information resources are used in an appropriate, effective, efficient, ethical,
and lawful manner, including but not limited to the illegal downloading and/or unauthorized
distribution of copyrighted material, including peer-to-peer file sharing. Violations
of Federal copyright laws may subject the violator to civil and criminal penalties
as well as disciplinary action.
Administrative regulations establish rules and prohibitions that define acceptable
use of RSCCD resources. Unacceptable use is prohibited, and is grounds for loss of
use of information resources, as well as discipline or legal actions as provided for
under RSCCD Board Policy and federal, state, and local laws.

Library Computer Use Policy
- To promote equitable access and use, Library personnel reserve the right to :
- Observe computers
- Limit the amount of time that a student may use a computer especially during periods of high demand
- Give verbal notice to a student to desist from non-compliant computer usage or be subject to disciplinary action (BP 5500 Standards of Student Conduct: II. Disciplinary Actions for Students, 2014)
- Remove a student from the Library for two days (BP 5500 Standards of Student Conduct: II. Disciplinary Actions for Students. E—Removal) or other disciplinary action for continued or willful disobedience of Library and/or District computer policies and regulations
- Saving computer work
- Computer work cannot permanently be saved to a Library computer; work has to be saved to the user's external storage medium, e.g., flash drive, cloud technology, etc.
- Library is not responsible for damage to or loss of a user's external storage medium
- Library is not responsible for any lost work
- Laws governing communication and publication, e.g., copyright, pornographic/obscene materials, libel, hostile harassment also apply to electronic media:
- Computer users are personally responsible and liable for infringement of such laws

Any high school student is welcome to use the Santiago Canyon College [SCC] Library's print materials in the library (excluding Course Reserve materials). Borrowing privileges are available to a high schooler if his/her parent or guardian:
- lives or works in the Rancho Santiago Community College District service area
- provides written permission on a High School Student Library User Application, available at the Circulation desk
- registers as a community user

A registered high school SCC library user will present both: 1) a valid photo identification;
and, 2) the parent or guardian's community user library card to utilize any of the

In order to respect the privacy of our students and to maintain the library as a
place for quiet study, the Santiago Canyon College [SCC] Library does not allow photography,
videotaping or filming.
In limited circumstances related to academic or institutional purposes, requests by
SCC students, faculty, staff, administrators as well as Rancho Santiago Community
College District personnel to photograph/videotape/film in the Library will be considered.
- A “Request to Photograph/Videotape/Film in the Library” form must be completed [click here for form]. Submit completed request form to the Dean of the Library, Fine and Performing Arts & Communication Division (Library L-105) during weekday office hours.
- Approved request must be obtained in advance of the actual “shoot” date.
Photography, videotaping or filming requests for new media purposes are handled through the SCC Public Affairs/Government Relations Office, A-213 (Telephone: 714-628-4745) which will notify the Dean of the Library of its decision.
Access to the wireless network for students
Santiago Canyon College now offers wireless access to the Internet to currently enrolled
students. If you have a wireless connection on your laptop you will be able to access
the Internet in selected areas on campus.
There is no cost for this service. You need to use your WebAdvisor ID & Password
to login to wireless network.
Access to the guest wireless network no longer requires a sponsor
Guest access to our wireless networks will no longer require a sponsor. Guests will
be able to connect and use their web browser to accept the terms of conditions and
begin utilizing the Internet without your involvement. Access will last for 24 hours,
at which point the user will be required to re-accept the terms. Students should
be encouraged to continue to utilize the designated Students network for the best
internet performance.
Security prompt on Apple devices
Apple products that connect to the RSCCD.ORG or RSCCD.INST wireless networks may experience
the below certificate prompt when establishing a connection as a result of above policy
changes. Please click the Accept button to continue utilizing wireless service on
your device. You should only receive the prompt once.

Radio Frequency Identification (RFID) Policy
The Santiago Canyon College Library has adopted the following RFID policy:
- Library information on the tag will be limited to the barcode.
- Patrons will not have the ability to search the catalog by barcode.
- We will not utilize wireless connections to communicate between security gates, self-checks, or other RFID-reading devices and the integrated library system (ILS) database.
- The implementation of an RFID system will reinforce the current library duty to make sure the ILS database is as secure from unauthorized entry as possible.
- We will not implement smart-card RFID patron library cards.
- We will inform patrons that our library utilizes RFID technology on our website and at the circulation desk.
