Connecting Hawks affordably! Santiago Canyon Collegehas partnered with Excess Telecom, a national service provider for the government-funded Affordable Connectivity Program (ACP) and Genesis Bank. Operated by the Federal Communication Commission (FCC), the ACP provides discounts on monthly broadband Internet access service and certain connected devices to ensure that households can afford the broadband they need for work, school, healthcare, and more.
And remember - this program is open year-round - whether you sign up now or later - by going directly to Excess Telecom's site.
Eligibility Requirements
Below are general eligibility requirements. You may need to show a card, letter or official document as proof when you apply for the ACP. Please review Excess Telecom's website for full eligibility requirements, service agreement, coverage map, and program details.
- Financial Aid/Pell Grant Awards
Students receiving a Federal Pell Grant during the current award year - Government Assistance Program Participants
Student (or household) participates in an eligible government assistance program - Household Income is 200% or less than the Federal Poverty Guidelines based on your household size and state
The "Fine Print"
Excess Telecom is a service provider for the government-funded Affordable Connectivity Program (ACP). The ACP is a government benefit program operated by the Federal Communication Commission (FCC) that provides discounts on monthly broadband Internet access service and certain connected devices. The ACP provides discounts of up to $30 per eligible household on monthly broadband Internet access service (or up to $75 per eligible household on Tribal lands) and up to $100 on certain connected devices (with a required co-payment of between $10 and $50). ACP service and device discounts cannot be transferred to another household or individual. Eligible households are limited to one monthly service discount and one device discount. What's Included
The ACP provides discounts of up to $30 per eligible household on monthly broadband Internet access service (or up to $75 per eligible household on Tribal lands) and up to $100 on certain connected devices (with a required co-payment of between $10 and $50).
Eligible students* can enroll to receive:
- A discounted $11 tablet that comes with a free* 15 GB/month data plan that can also be utilized as a hotspot to connect other devices
- Choice of broadband internet plans: Free* 15GB plan, or option to upgrade to ACP discounted 25, 31, or 60GB plans

How to Sign Up
When you go to enroll for the ACP, you may need to provide proof (card, financial aid letter, or other official document).
Enroll Online
Excess Telecom's system connects to a government database to confirm eligibility, and you may also be asked to upload a PDF of your financial aid letter (if applicable).
- You can pay for your $11 tablet online with a credit card and have it shipped to your preferred address (takes 7-10 business days)
Get Your Financial Aid Letter
- Visit your Self Service portal
- On the left, click on the menu button at the very top
- Scroll down to Financial Information
- Then click on Financial Aid
- Select Award Letter
- Print a copy of your Offer Letter to submit with your Excess Telecom application
